Commonwealth of Learning defines Open Educational Resources (OER) as “materials offered freely and openly to use and adopt for teaching, learning, development and research”. Open Educational Resources include learning content, tools and licenses.

Learning Content: Full courses, course materials, content modules, etc.

Tools: Software to create and manage open learning content.

Licenses: Intellectual property licenses to promote open publishing of materials, design-principles, and localization of content.

The vision behind creating OER is to lower the cost of educational materials, develop innovations and improve the quality of content. There are many web platforms which provide you with the best OER sources. In our previous articles we’ve covered information about best OER search engines as well as OER tools. And here we provide you with information on OER tools which are developed in India.

NPTEL:

National Programme on Technology Enhance Learning (NPTEL) is a collaborative educational programme sponsored by the Government of India. This programme aims to enhance the quality of engineering education in India. 7 IITs along with IISC Banglore are taking part in this programme. NPTEL brings over 700 courses online: users can download the tutorials to watch them offline or watch them via IIT channel on YouTube. NPTEL also provides you with printable materials on their website.

Sakshat:

Sakshat is an education portal dedicated to the nation for enhancing teaching and learning for the citizens of the country. It envisages to reach hitherto deprived sections and rural/under-developed areas and helps in raising the GER in higher education. It supports self–learning through virtual classes by providing by providing a platform for conversation with teachers for two-way interactions through web-based texts, audio and video chats.

A-VIEW:

A-VIEW (Amrita Virtual Interactive e-Learning World) is an award winning indigenously built multi-modal, multimedia e-learning platform that provides an impressive e-learning experience which is almost as good as a real classroom experience, developed by Amrita e-Learning Research Lab. It has developed a user-friendly video conference software that helps teachers deliver live interactive lessons online. This app includes many great features like multi–user interaction, PowerPoint animation, recording and playback, video sharing, polling, quizzes, etc.

National Knowledge Commission:

The National Knowledge Commission is a high-level advisory body to the Prime Minister of India, with the objective of transforming India into a knowledgeable society. NKC’s main focuses are access to knowledge, knowledge concepts, knowledge creation, knowledge application and development.

National Institute of Open Schooling:

The National Institute of Open Schooling (NIOS) (also called the National Open School) is an autonomous organization dedicated to improving the educational system of India. It provides people with numerous Vocational, Life Enrichment and community oriented courses besides General and Academic Courses at Secondary and Senior Secondary level. In the library menu, it allows you to search for all the digital information about education and offers e-books, audio cassettes, compact disks, etc.  relevant to the content.

National Repository for of Open Educational Resources (NROER):

The Ministry of Human Resource Development (MHRD), Government of India has launched a National Repository of Open Educational Resources (NROER). The development of it has been a combined effort of the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, the Central Institute of Educational Technology, National Council of Educational Research and Training and Metastudio, which is the platform that hosts the Repository.
